Low: pengine: cl#5045 - Better handling of interrupted migrations.

If between a migrate_to and migrate_from the execution of a transition
graph is interrupted, the pengine now has the ability to attempt to continue
with the migrate_from rather than stopping the resource everywhere and
starting it on the migration target.
