This update probably undoes some of msoffen's changes, but as indicated, the

PE in particular is not ready for that level of activity yet due to the
volume of development changes.

Do shutdown before stonith in response to a failed stop so that other

resources (and the node) have a chance to stop gracefully.

Interpret LRM return codes correctly.
Dont free what we dont allocate.
Removed a few loops for performance.
Split up some largish functions.
Misc formatting changes.
