Dev: ais: Make the process start order adjustable without creating incompatibilities between versions
Changing the order in crm_children requires similar changes to the crm_ais_msg_types enum,
which would make the old and new versions incompatible (since this value is used to identify
the source and target subsytem when sending cluster messages)
