"name" and "value" are not used here, remove them.
What's more, decodeNVpair(crm_option, '=', &name, &value) always returns FALSE
because crm_option is NULL, which causes do_work always returns -1 and crmadmin
exits immediately. Perhaps this is the true reason that crmadmin can not put a
node into "standby" mode (bug 612).
