High: PE: Bug N-347004 - Ensure clone notifications are always sent when an instance is stopped/started
Marking these as mandatory _after_ order processing is completed has the
advantage of not causing unnecessary recovery. Normal ordering constraints
ensure forced recovery scenarios are still handled correctly.
