Convert the cached CCM data to use GHashTables to speedup some operations.
Use the GHashTables above.
Only calculate the predicted winner if we have a chance of winning ourselves.
Make sure CCM data is fed into the CIB at all of the right times.
Reset the CIB node states with in_ccm if they are (dont always use down).
