Fix: a proper calculation of a speed in case of hfi1 for ifspeed RA.

Intel Omni Path driver doesn't provide any information
for hfi1 adapter in /sys/class/net/${iface}/speed and
due to this ifspeed fails to set a proper score for an interface.
