High: PE: Break graph loops involving stonith
If a stonith resource can moved from a node that is about to be fenced then a graph loop is created:

stonith_up -> [stonith nodeA] -> all_stopped -> [stonith_stop_0 nodeA] -> stonith_start_0 [nodeB] -> stonith_up

Detect this situation and remove the all_stopped -> [stonith_stop_0 nodeA] dependancy
