Build: spec: split -schemas standalone noarch package

This is, amongst others, to allow proper co-dependence of -cli
with either -remote or pacemaker proper, while providing leeway
to configuration-dealing utilities that do not necessarily require
the whole cluster stack install for them to be useful.
