High: remote: Enable migration support for baremetal connection resources by default

This allows the connection resources to move from
cluster-node to cluster-node without requiring all the
resources on the remote-node to be stopped first. We want
connection resources to beable to float between cluster nodes
like this. Migration support allows this.
