Description

Refactor: cts: Drop --fencing-params default and whitespace-delimit

The --fencing-params default only made sense when paired with the
--fencing-agent default.

Delimiting params by whitespace avoids issues when a parameter value
contains a comma.

Rename a couple of CTS environment variables.
