Test: cts: Update tests for maintenance crm_mon flag

Now crm_mon output shows "(maintenance)" instead of "(unmanaged)" if the
pe_rsc_maintenance flag is set for a given resource. Currently, this is
true only when either the cluster maintenance-mode property is enabled
or the resource's maintenance meta attribute is enabled.
