Fix: Date/time: Bug cl#5118 - Correctly convert seconds-since-epoch to the current time

Minutes were incorrectly calculated resulting in an invalid number of
seconds. Callers of crm_time_as_string() such as crm_resource using
the --lifetime option were affected.
