Allow recurring tasks to be sceduled individually of one another.
During status unpack, pre-create any active monitors and mark them as optional.
All previously functional PE regression tests pass, but todo:

• fix find_aciton() to support multiple monitor ops
• make sure actions marked optional are unmarked if the resource moves or must be restarted
