High: ais: Audit IPC handling between the AIS plugin and CRM processes

• always send sync ACK's before replying
• don't send messages from .lib_init_fn - the connection isnt fully up yet
• have init_ais_connection() send an initial "hello" now that its not requested by .lib_init_fn
