Low: pengine: cl#5075 - Indicate in log output when demote/promote is blocked.

In the log output after the pengine creates the new transition
graph, it appears as though promotions and demotions that are
not actually in the graph are occuring. Now the logs indicate
when the promote/demote is blocked because of some constraint.
