PE: Dont waste time checking action definitions on nodes that wont be running resources
Doing so can cause unresolvable transitions if the node is already down.

• Nodes that are offline are ignored
• Nodes that are about to give up all their resources are ignored
• Nodes on which a resource is not active are ignored
