Refactor: scheduler: expose unpack_action_node_attributes() internally

Rename to pcmk__unpack_action_rsc_params() (it doesn't have anything to do with
unpacking node attributes), make it take separate arguments instead of an
action object (in preparation for planned changes), and improve comments and
formatting.
