High: PE: Remove special cases for fencing resources

Now that stonith can invoke devices directly from the CIB, 'starting' a
stonith resource purely controls who is in charge of monitoring it.

Therefore, we no longer have to jump through hoops to require stonith
resources be be started before fencing (or anything else). It also
means they can/should be subject to the same resource.requires defaults
as everything else.
