Fix: tools: One more try at removing blank lines in crm_mon.

My previous patch to remove blank lines from the end of the output just
caused a blank line to appear at the beginning instead. Because all
sections are optional, there doesn't really appear to be any clever way
of preventing extra blank lines. I've just added a variable to indicate
whether a spacer should be output between sections.
