Feature: tools: Drop crm_report -T/--cts and --cts-log options

The CTS front-end script no longer uses these options, and they're not
used by the pacemaker sos plugin. Since CTS is primarily for developer
use, it seems unlikely that anyone external to our group is using these.
If so, they can simply run crm_report with test start/end timestamps
that they've found themselves.
