CRM: Further optimize removal of resources from the LRM
Unless it was the TE that ordered the removal, we really want to know ASAP.
So have the crmd make a change that ensures the TE starts a new transition.
This means that the caller doesnt need to sleep() and wait for things to
(hopefully) take effect.
