Medium: Tools: crm: revisit configure commit

Single shot configure commands wouldn't give opportunity to
commit in spite of errors, i.e. crm would just issue a "use
commit force" to enforce commit but that doesn't make sense in
this situation.

With the new implementation, on various configuration errors,
user is asked if he still wants to commit. "commit force" still
exists. Perhaps also a runtime option to enforce commit.
