Medium: crmd: There is no need to wait for CIB updates to complete before signaling a transition is complete
Now that the TE and crmd have merged, there is no need wait before starting a new
transition - the query will always be processed after the CIB updates complete.

For simplicity, if there is no current transition, raise the relevant FSA input
from abort_transition_graph() instead of re-running the graph and calling
notify_crmd() etc.

Removed dead code
