RA: Novell #250273 - Provide an RA for managing evmsd as a resource
Starting evmsd from ha.cf means that

• it will be stopped before the CRM can stop the container resources (EvmsSCC)
• it will not share the same view of the cluster (since heartbeat/crmd will still be active when evmsd is stopping)
