portblock: replace ancient heartbeat config with crm configure

usage() is probably not the best place for comprehensive documentation,
but at least it should be correct and uptodate, so let's ditch the
ancient heartbeat config and replace it with a modern crm example.

Moving this documentation out of usage() to somewhere else more
appropriate can be tackled in a separate commit later.
