Low: doc: for boolean parameters with no default, mention "default false" in man page

Resource agents are expected to test for boolean parameters with
ocf_is_true, which interprets the empty string as false. Thus,
it's acceptable for a resource agent to not advertise an default
value for a boolean, and if unset, that boolean will always be false.
