High: redis: wait_last_known_master option for redis agent.

When persistent storage is in use, the safest option during
redis bootstrap is to force the last known master to be
promoted first. If a slave instance is promoted before the
last known master, it is possible that the last known master's
data will get overwriten by outdated data.
