RA: pgsql improvements

• Avoid needlessly re-aliasing environment variables
• Give stop_wait a more indicative name (ie. it controls escalation)
• Make sure the resource is dead before returning from stop
• Remove start_wait, this is more consistently done with action timeouts
• Simplify the start action by having it call the monitor action to ensure it has started before returning
