dev: AzEvents: Start using ocf.py (#1161)

Fixed various compatibility problems:

• enum is not in Python <3.4

• Clean up trailing whitespace

• add validate-all action

• dict.has_key doesn't exist in Python 3

• Fix used-before-assignment error

• Avoid HTML characters in longdesc
