heartbeat/syslog-ng-pe-6: added resource file for Syslog-ng Premium Edition 6

• added resource file for syslog-ng PE 6
• based on the syslog-ng OSE resource file
• modifications include
• added resource parameters
  • qdisk_dir
  • control_file
  • persist_file
  • pidfile
• parameters have defaults of the default Syslog-ng PE 6 install
• these have to be changed if shared disk is used
• added a more gentle stop method to the stop command
  • will fall back to the original method if any of the preconditions are missing
