spec: fix some overkil path-based Requires, trailing whitespace, thinko

...in conditional (there's no "fedora_version" macro akin
to "suse_version" convention, just mere "fedora"; introduced
with e2e76528).

Note that resource-agents got mentioned recently regarding Fedora
packaging affairs, in particular with respect to /bin/sed Requires[1].
