Low: asterisk: use ocf_run where appropriate, invoke kill with "-s"

Use ocf_run to capture output on any errors, for the start and
stop operations. Also, invoke "kill -s <sig>" instead of
"/bin/kill <sig>" to use kill builtin where available.
