Fix: sbd-common: ensure the default timeout for watchdog warning is about 3/5 of the default watchdog timeout

The previous default value 3 seconds was based on the assumption that
the default watchdog timeout was always 5 seconds. But for s390/s390x,
the default watchdog timeout is 15 seconds. The default timeout for
watchdog warning should be corresponding.
