travis: alectolytic-build-container for fedora-28 broken

The gcc it is using seems to be broken. Installing gcc prior to
build seems to be an ugly hack for now.
As mock-builds - without systemd-containers - seem to work in
priviledged containers this might be the cleaner thing anyway.
