ra/next: Reformat copyright notice

Rename the section title from "License" to "Copyright Notice", and move it
after the abstract, to be more consistent with the RFC Style Guide [RFC7322].
It would not be appropriate for OCF standards to follow that guide exclusively,
but similar portions can be treated similarly.
