ra/next: document demote and promote actions, and allow free-form roles

This walks back 0ea587a2 a bit, allowing the role in action meta-data
to be freeform text rather than just Master or Slave. This supports
existing usage while allowing us to formalize something better later without
being backward-incompatible.
