Test: cts: make fence_dummy behave differently according to executable name

If its executable name (which can be a symlink) ends in "_auto_unfence",
fence_dummy's meta-data action will print automatic="1" instead of
on_target="1" for its "on" action. If its name ends in "_no_reboot", its
meta-data action will not advertise the "reboot" action.
