Test: scheduler: update bundle test for action check changes

Not entirely sure how the changes improved this, but it did: previously, a
recurring monitor was scheduled for a stopped remote connection that isn't
going to be started, as well as a probe for a resource behind the remote. Now,
it correctly does not schedule these.
