Test: cts-cli: move missing validate-with test earlier in validity tests

Currently, removing validate-with is allowed, but that will change soon.
Add a temporary test to add the validate-with back for now.

Also, don't show the CIB after the test. Since validate-with is stripped
from all test outputs, the output couldn't confirm whether the test did
anything or not.
