Refactor: CTS: Add additional crm_resource tests.

These were buried a little further down in the old test_tools function.
However, where they were in the order relative to other commands turns
out to not really matter. They weren't actually using anything that
happened in between. So, I've pulled them out and added them at the end
of the existing crm_resource tests.
