Test: cts-scheduler: remove incorrect setting from regression test inputs

Two scheduler regression tests wrongly set target_role as an instance attribute
(in addition to correctly setting it as a meta-attribute). Remove the incorrect
settings, which changes the parameter hash, so update those as well.
