Low: libpacemaker: catch bugs scheduling actions on unclean nodes

This code was previously disabled with a comment about migrating resources
before fencing, but we never schedule actions on a node that needs to be
fenced. That comment was from 2006 (9614c703) when the scheduler was still
being initially created and such details weren't settled.
