Build: doc: drop Inkscape dependency

Instead of generating PNGs from SVGs to build the documentation, add the
generated PNGs to the repository, and require developers to manually
regnerate them if the SVGs ever change.

Drop the outdated pcmk-stack image and the unused pcmk-overview image.
