Refactor: tools: Convert crm_ticket to using glib for command line.

Note that the -Q (quiet) option has been moved into the deprecated
section and doesn't do anything. Actually, it doesn't appear to have
ever done anything. At the least, it didn't do anything when crm_ticket
was introduced (aside from avoid logging args) and it didn't do anything
before this patch series.
