Low: crmd,libtransitioner: stop injecting meta-data actions

As part of the versioned attributes implementation, the transition library
injected meta-data actions into the graph when resource meta-data was needed.
This had a couple of problems:

• Only OCF agents support the meta-data action, so the action would fail for other resource classes

• The DC doesn't know when meta-data is cached on other nodes, so it would always schedule meta-data actions on them

This commit removes that capability. An alternative method will be implemented
later.
