Refactor: CTS: Split crm_verify tests out of tools.

The tools regression test group has become very large. To make it more
manageable, I'm splitting each one out into its own regression test with
its own regression output file. "tools" will remain an option to
cts-cli that will be a shortcut for running all at once.
