Log: fencer: log raw XML at trace level

This lowers some raw XML logs to trace level. All of them already have a
higher-level, human-readable log with sufficient detail, so the XML is likely
helpful only during development.

In general, I feel that raw XML should only be logged at debug or trace level,
to avoid distracting end users from the important information.
