Feature: libcrmservice: use configured LSB init directory

configure.ac already had a --with-initdir option to set the LSB init directory,
but it was only used as an installation directory for Pacemaker-provided init
scripts. Now, use it as the default location when searching for user-provided
init scripts (lsb: agents) as well.
