Doc: Pacemaker Explained: move fencing chapter earlier

... to make it more prominent, and less likely to be interpreted as optional.
Also, rename the file from Ch-Stonith.txt to Ch-Fencing.txt to reflect the
emerging preference for the latter term (because it encompasses fabric fencing
as well as power fencing).
